The Unit Constitution |
 |
The Unit Constitution is set of guidelines to what should and shouldn't,
can and can't be dome by the Unit. It is in addition to any Group
Constitution and Scout Association rules. It is drawn up by the Members
at the Units Annual General Meeting.
- The unit shall be known as the WARLOCKS Venture Scout Unit (V.S.U.)
and will wear the unit scarf, half black, half red with an amber
border.
- The unit will meet at Wellington Scout Headquarters every Thursday
night.
- Normal weekly meetings will run from 8.00pm to 10.00pm.
- Uniform need not be worn at weekly meetings unless stated
otherwise.
- The unit shall be affiliated to the 1st Wellington Scout Group and
play an active part in the group.
- The unit shall be run by the Unit Executive Committee (Exec) under the
guidance of the Venture Scout Leader (VSL).
- The Exec will consist of unit invested members.
- The VSL will hold power over questionable decisions. If required the
Group Scout Leader (GSL) will be consulted by the VSL.
- Matters of discipline will be dealt with by the Exec, VSL or GSL in
that order depending on severity.
- Members are expected to make every effort to attend the weekly
meetings.
- Members will consist of three main types, un-invested members (New),
association invested members (Association), unit invested members
(Invested).
- New members will be given a trial period of approximately six months
before being asked to become invested members of the Scout Movement
and the unit. The period may be shortened by the Exec.
- Association invested members are already invested members of the Scout
Movement and may be invested as members of the unit as soon as the Exec
decides is appropriate.
- Non invested members may wear the Venture Scout Uniform with no
badges.
- Association invested members may wear the Venture Scout Uniform with
the World membership badge and the name tag and scarf of the group they
left. (Along with any eligible awards).
- Unit invested members may wear the Venture Scout Uniform as above with
the addition of the unit name tag, scarf and awarded badges.
- Members who have difficulty in attending the weekly meetings on
regular basis due to external pressures should inform the VSL or Exec
and arrange when meetings can be attended.
- Invested members who can't attend the majority of weekly meetings due
to college/work but wish to remain members and be eligible to attend
activities may become subscription members at the discretion of the
Exec.
- The Exec will consist of a minimum of 3 voted members: Chairperson,
Secretary and Treasurer, with the option of a further 3 members should
the membership permit.
- The Exec will meet at least every two months.
- All Exec meetings must be minuted and the minutes be made available to
all members before the next Exec meeting.
- Any member of the Exec may be released by a majority vote, if approved
by the VSL.
- Any member of the Exec who wishes to resign must have completed 3
months in the post to qualify for part of their Venture Scout
Award.
- All invested members are eligible to vote. Association invested
members will be allowed to vote at the discretion of the Exec.
- Exec elections will be held at the Annual General Meeting (AGM)
usually in April. The constitution will be reviewed by the Exec at the
AGM.
- Subs will be paid quarterly at the start of January, April, July and
October. Subs will be levied at £10 quarter.
- Non invested members, Association members and Subscription members
will pay half subs (£5).
- Any member who has not paid subs by the end of the first month of the
quarter will be on an activities ban until all outstanding monies are
paid in full.
- Any member who owes more than one quarters subs will be subject to
further penalties as deemed appropriate by the Exec.
- For any activity full payment must be received by the stated deadline,
which must be before the activity takes place.
- The unit will hold and maintain its own accounts under the guidance of
the Group Treasurer.
- The unit will hold no more than £25 in petty cash.
- Any cheques issued by the unit will require the signatures of the
treasurer and VSL.
- No Alcohol or smoking will be allowed during weekly meetings and on
certain activities as stated by the VSL and Exec.
- No Alcohol or smoking will be allowed in the Wellington Scout HQ for
safety reasons.
- Every effort will be made to invest members into the unit in unusual
locations or situations. Members may suggest locations or situations
for their investiture.
- No member may invite friends to weekly meetings or activities without
Exec approval. When a members friends are invited it is the
responsibility of that member to ensure that his guests abide by the
constitution and any constraints agreed upon by the Exec.
- Members must respect the wishes of drivers whilst travelling in their
vehicles.
- A small fee as agreed by the Exec will be paid to drivers if the Exec
requests that they drive in order to help out the unit. No fee is paid
if a member wishes to drive when not required to by the unit.
- The Unit should follow the Scout Association Aims and obey the Scout
Promise and Law. Every member must make an effort to gain at least the
Venture Scout Award.
